The Washington Commanders' plan to return to the site of their former home at RFK Stadium has cleared another significant hurdle.

A second vote will be scheduled for September and will require the green light from nine members of the council.

The Commanders fan base received great news. Washington has approved a vote to begin preparation for a new 3.8 billion stadium project.

The hearing, the second of three days, focused on the training guidance of the parties involved in the Jan. 29 incident that resulted in the deaths of 67 people. NTSB started the daylong hearing examining the responsibilities and readiness of DCA's air traffic controllers.
