China has strengthened trade with Latin America at the expense of the U.S. But Donald Trump, who threatens to raise tariffs on Mexico, could upend those ties.

The migration of manufacturing to Mexico could undermine Trump’s promise to voters that ratcheting up tariffs on China would incentivize companies to bring production back to the U.S and give American companies a more even playing field.

The United States strengthened restrictions on advanced computing semiconductors on Wednesday to prevent the diversion to China of high-end chips, the Commerce Department said.

The US unveiled a fresh round of regulations aimed at keeping advanced chips produced by Taiwan Semiconductor Manufacturing Co. and other producers from making their way to China, one last attempt by the Biden administration to fill holes in the tech blockade of its geopolitical rival.

The United States unveiled further export controls Wednesday on advanced computing semiconductors, boosting due diligence requirements for businesses as it seeks to prevent diversion of tech to China despite existing restrictions.
