Norton Internet Security sometimes does the same thing, but it requires a full reboot before it will behave. Fortunately, they don't do this often.

I finally decided to use Norton AV2002 with my XP box. After downloading and registering the package, I tried the Liveupdate. It repeatedly failed after starting to download the files.
