Elle Fanning is heading to Panem. The Emmy nominee has been cast as Effie Trinket in “ The Hunger Games: Sunrise on the Reaping ,” an adaptation of the bestselling book by Suzanne Collins.

Culkin will play a young Caesar Flickerman, host of the Hunger Games. Stanley Tucci played the character in the first four films.
